Office of Financial Sanctions Implementation: 7 individuals added to the Syria regime

The following individuals have been added to the consolidated list and are now subject to an asset freeze:
  • Talal AL-BARAZI (Group ID: 13976)
  • Loubana MOUCHAWEH (Group ID: 13977)
  • Darem TABA’A (Group ID: 13978)
  • Ahmad SAYYED (Group ID: 13979)
  • Tammam RA’AD (Group ID: 13980)
  • Kinan YAGHI (Group ID: 13981)
  • Zuhair KHAZIM (Group ID: 13982)

Identifying information for a further 18 individuals has been amended. This follows Council Regulation (EU) 2020/1505.

This amends Annex II to Council Regulation (EU) 36/2012.

OFSI’s consolidated list of asset freeze targets has been updated to reflect this change.

Syria
Introduction

  1. Council Regulation (EU) 36/2012 (“the Regulation”) imposing financial sanctions against Syria has been amended so that an asset freeze now applies to the persons listed in the Annex to this Notice. Notice summary (Full details are provided in the Annex to this Notice)
  2. The following entries have been added to the consolidated list and are now subject to an asset freeze.
    • Talal AL-BARAZI (Group ID: 13976)
    • Loubana MOUCHAWEH (Group ID: 13977)
    • Darem TABA’A (Group ID: 13978)
    • Ahmad SAYYED (Group ID: 13979)
    • Tammam RA’AD (Group ID: 13980)
    • Kinan YAGHI (Group ID: 13981)
    • Zuhair KHAZIM (Group ID: 13982)
  3. 18 entries have been amended and are still subject to an asset freeze.
    What you must do
  4. You must: i. check whether you maintain any accounts or hold any funds or economic resources for the persons set out in the Annex to this Notice;
    2 ii. freeze such accounts, and other funds or economic resources;
    iii. refrain from dealing with the funds or assets or making them available (directly or
    indirectly) to such persons unless licensed by the Office of Financial Sanctions
    Implementation (OFSI);
    iv. report any findings to OFSI, together with any additional information that would
    facilitate compliance with the Regulation;
    v. provide any information concerning the frozen assets of designated persons that
    OFSI may request. Information reported to OFSI may be passed on to other
    regulatory authorities or law enforcement.
  5. Failure to comply with financial sanctions legislation or to seek to circumvent its provisions is a criminal offence. Legislative details
  6. On 16 October 2020 Council Implementing Regulation (EU) 2020/1505 (“the Amending Regulation”) was published in the Official Journal of the European Union (O.J. L 342 I, 16.10.2020, p.1) by the Council of the European Union.
